Overview of Coal Import Monitoring System(CIMS)
According to DGFT notification No. 56/2015-2020 dated 28.01.2021, the Government of India has changed the import regulations for various types of coal, including anthracite, bituminous, coking, and steam, and made Coal Import Monitoring System (CIMS) registration mandatory.
In order for the Commerce and Industry Ministry's Mr Piyush Goyal to effectively intervene in foreign trade policy, coal importers will be required to furnish advance information about the imports and get a registration number/CIMS Licence.
The CIMS took effect on April 1, 2021, meaning that it will apply to all Bills of Entry submitted on or after that date. Since February 15th, 2020, you can register online to receive a registration number.
The registration must be completed no earlier than 60 days before the anticipated arrival date of the import cargo and no later than 15 days after that date.
For steel importers who fail to register ahead of time under SIMS or are discovered to have provided incorrect information in the online system, legal action, including action under the FTDR Act, 1992, will be taken.
Objective of CIMS
The CIMS was created with the intention of enabling the Indian government to continuously update a database with information about imported coal products.
The information obtained through the CIMS aids the government in developing and carrying out appropriate import-steel policies.

Fee Requirement and Validity of registration number/CIMS License
The application fee of Rs. 1 per thousand subjects to a minimum of Rs. 500/- and a maximum of Rs. 1 Lakh on the CIF value of import required to be paid through the online system.
The validity of the Registration number or CIMS license would be 75 days from the approved date.

Procedure to get the registration number/License under CIMS
- To apply online for an import under the Import Monitoring System (IMS), visit the government's official website.
- Select Coal Import Monitoring from the Ministry of Coal menu.
- The option to obtain the registration number would be available on the new page after selecting Coal Import Monitoring.
- Start by entering the necessary information from the list above.
- If the exporter, importer, country of origin, and port of exportation are all the same, several products may be included to a single application.
- Each shipment requires the filing of a licence.
- Accept the criteria listed on the Declaration tab.
- After paying the registration cost, submit the application.
Once the application has been submitted on the portal, the registration number and CIMS licence will be generated instantly.
Only the registration number and expiration date of the registration number must be entered by steam coal importers in the bill of entry.
Modification/Cancellation of registration number/CIMS license
Once the application has been submitted on the portal, modifications to the licence under CIMS are not allowed. The website's draught area allows users to edit the details of the draught online application.
Similarly, once a licence application has been submitted, it cannot be cancelled. You can remove the draught application from the portal.
After the cancellation, there is no provision made for the fee reimbursement.
When the CIMS system is improved, modification, cancellation, and fee refunds after submission can be considered.
