Overview of Chip Import Monitoring System(CHIMS)
The Indian government has begun monitoring the import of certain goods into the nation by requiring importers to register. Under the chip imports monitoring system (CHIMS), the government made import registration mandatory for a variety of electronic integrated circuits (ITC HS Codes: 85423100, 85423900, 85423200, 85429000, and 85423300).
From October 1st, 2021, registration under CHIMS will be possible. The registration window under CHIMS is open for applications up until the arrival of the import shipment, however it cannot be completed sooner than the 60th day.
Chip importers who fail to register under CHIMS in advance or are discovered to have provided incorrect data in the online system will face legal prosecution. The Ministry of Electronics will keep track of the data from
Objective of CHIMS
The CHIMS was created with the intention of enabling the Indian government to continuously update a database with advance information about the following products imported into India.

List of goods required registration number under CHIMS
In order to get the Registration Number or CHIMS Licence and pay the registration fee, CHIMs chip importers are required to submit the advance information in the online system for the import of the aforementioned products.
The information obtained from the CHIMs aids the government in developing and implementing appropriate import-steel policy.
The Ministry of Electronics would post the Data on the CHIMS webpage.
Fee Requirement and Validity of registration numbers under CHIMS
On the total CIF value of imports, a registration charge of Rs 1 per thousand subject to a minimum of Rs 100 and a maximum of Rs 500 would need to be paid electronically in the online system for each registration number.
After approval, a registration number or CHIMS licence is valid for 75 days.
Documents/Details required to get registration number under CHIMS
There are a lot of documents and data that must be kept on hand in order to obtain the registration number or CHIMS licence.
The following import and item data are necessary for the documents, such as a digital signature certificate and an active IEC copy:
Procedure to get the Registration number/License under CHIMS
- Step 1: Complete the online form at https://imports.gov.in/IMS/index.
- Step 2: Click on the Ministry of Electronics option for the Chips Import Monitoring System.
- Step 3: Select "Apply for New Registration Number" from the menu.
- Step 4: Begin entering the necessary information that was previously shared.
- Step 5: Agree to the declaration tab's terms and conditions.
- Step 6: After paying the registration cost, submit the application.
- Step 7: As soon as the application is submitted on the portal, the registration number/CHIMS licence is generated.
If the exporter, importer, country of origin, and port of exportation are all the same, several items may be added in a single application. The licence needs to be filed for each shipment. Only the registration number and expiration date of the registration number must be supplied by chip importers in the bill of entry.
Modification/Cancellation of Registration number/license under CHIMS
Once the application has been submitted on the portal, the licence under CHIMS cannot be modified. From the draught area of the website, the online application's draught details can be changed.
Similarly, once a licence application has been submitted, it cannot be cancelled. You can remove the draught application from the portal.
After the cancellation, there is no provision made for the fee reimbursement.
When the CHIMS system is improved, modification, cancellation, and fee refunds after submission can be reviewed.
